In 2007, Dr. Gardner provided needs assessments and program evaluation services for the Training Institute, a division of this government corporation. She implemented a needs assessment for executives and managers to determine their requirements for training and development and a separate online needs assessment survey for all non-management employees of the corporation. These two assessments were repeated in 2010. In addition, she conducted two program evaluations – one for the Leaders Growing Leaders Program, a succession management program for the senior leaders in the organization, and one for the corporate Mentoring Program. The data assessed early years of both programs and provided data to assist the organization in strategic planning.

Government of the US Virgin Islands, St. Thomas,
VI
A project for the International Institute of the Graduate
School, USDA, to assist with the Virgin Islands Training
Initiative (VITI) involved facilitating a retreat in
St. Thomas with senior officials of the Government of
the Virgin Islands. Their objective was to redirect and
enhance the services being provided by the Graduate School.
The Commissioner of Finance, Commissioner of OMB, Director
of Property & Procurement, Director of Personnel
and selected staff members attended the retreat. Two
follow-up retreats were conducted with the financial
and accounting consultants and VITI trainers and a recommendations
report was prepared. |
